In March 2021 the TfL began enforcing compliance with the new Direct Vision Standard (DVS). Operators entering Greater London either need the DVS Permit or be granted permission to sit on the allowed list of users who are awaiting installation of the safety solutions to bring their vehicles in line with the minimum standards.
During the first week, more than 5000 warning letters were sent from TfL to users who entered the enforcement zone without the relevant permit, or concession through the allowed list.
As of March 1st, 2021 90,000 permits have been issued, however, according to data collected the previous year through Automatic Number Plate Recognition (ANPR), it is expected that 150,000 vehicles would require permits. That would leave 60,000 vehicles outstanding.

HGV Vehicle’s over 12 tonnes entering the restriction zone without a permit will be subject to DVS fines of £550 for each incident.
DVS is part of the Mayor of London’s vision zero plan to eliminate death and serious injuries from road traffic incidents within Greater London by 2041. Between 2008 and 2013, 55% of cycling fatalities involved an HGV, with 1/3 of all traffic in London at peak times being freight transportation.
